Minutes of Meeting of the Dunnet & Canisbay Community Council
Village Hall, Canisbay on Monday 20th March 2017 at 7.30 p.m.

1.1 Apologies. Apologies were received from Cllr. Matthew Reiss due to the pending Highland Council Elections, Eric Green, & Tom Meikle
2 Minutes of Previous Meeting held 20th February 2017.
2.1 Bill Mowat proposed the Minutes of the previous meeting to be accepted, which was seconded by Chris Hobson.
3. Matters Arising.
3.1 Scottish Natural Heritage (NHS) presentation on the proposed Special Protected Areas (pSPA). Bill Mowat reported he had received a reply from the Scottish Government to his letter regarding this matter. The letter neither dealt with the objections raised nor gave any reassurances, merely quoting convoluted requirements of the EU and it was considered most unhelpful.
3.2 Change of Boundaries. Barbara Hiddleston had emailed the Ward manager regarding this matter, but to no avail. Discussion then ensued, and it was pointed out that our Community Council is heavily involved with and committed to the Community Fund from the Stroupster Wind Farm. Bill Mowat agreed he would make enquiries as to the future of our Community Council. Action Bill
3.3.1 Bus Timetables. Bill Mowat reported he had attended the last meeting regarding timetables, which was held in a bus. One result was that the bus from Inverness to Wick was now scheduled to arrive in time for travellers to catch the Wick bus to Gills Harbour, then onto Orkney. A Summer time table is due out in April to replace the Interim timetable produced.
3.3.2 A meeting will be held in the Town Hall, Wick of the J.O’G Airport Consultative Committee Meeting on Wednesday 23rd March from 10 – 11.30 a.m. followed by the Caithness Transport Forum Meeting from 11.30 – 1 p.m.
3.4 The Proposed Community Bus Project. As no-ne had turned up at the meeting to support the proposed project, this matter was dropped.
3.5 Defibrillator. The defibrillator had been ordered and was awaiting delivery.
3.6 Flooding in Mey. No further action had been reported.
3.7 Broadband issue. A short discussion took place on the possibility of having a community broadband, and it was agreed that we should continue exploring this project in spite of promised government funding, and slight improvement on reception.
3.8 Road Surface on the A836 Huna to John O’Groats. Tom Meikle and Bill Mowat both reported that work had been carried out to improve the surface on this part of the A836 and was now completed.
3.9 900th Centenary of St. Magnus Cathedral celebrations. Bill Mowat wished to register his disappointment at the lack of response from the Highland Council to celebrate this historical centenary.
4. Treasurer’s Report. Chris Hobson reported the balance in the D & C CC was £767.88 and that the accounts were up-to-date, and awaited all expenditure to be paid out by 31st March 2017 before finalising them, having them approved, and then sent to the Ward Manager.
5. Chairman’s Report. There was no Chairman’s Report
6. Secretary’s Report.
6.1 The Secretary reported that Bill Mowat had confirmed Dunnet & Canisbay Community Council were eligible for inclusion in the Community Benefit Section of the SSE Beatrice Partnership Windfarm Fund.
6.2.1 She then passed round a copy of the Highland Council Community Insurance Scheme, which we use to protect the volunteers who put up the Christmas lights.
6.2.2 It was noted that this scheme will no longer be available as from 1st March 2018.
7. Planning. These had been noted.
8. Highland Council Report. There was no report
9.1 Bill Mowat proposed that we ask the newly appointment Crofter’s Commissioner to attend one of our meetings, which was unanimously agreed, and he would extend the invitation. Action Bill
10 Date of Next Meeting. The date of the next meeting is Monday 24th 2017 April in the Village Hall, Mey at 7.30 p.m.
